Explanation:

The decimal places represent tenths, hundredths, thousandths etc.
as #1/10, 1/100, 1/1000# and so on.

#0.125 = 125/1000 = 12.5/100 = 12.5%#

No calculation is necessary - the SAME number is just being written in a different form.

The first TWO decimal places indicate the whole number of percents, digits after that represent fractions of a percent.
