It is the tendency to show extreme loquacity (
the quality of talking a great deal or talkativeness).

Explanation:

In a nutshell:

Logorrhea (sometimes spelled logorrhoea) is a communication disorder by which a person expresses excessive wordiness with minor (or sometimes) incoherent (or confusing) context of spoken sentences.
It is a mental illness and a disorder.

It may include excessive talking and mumbling monotonously to others, and (worst case) to oneself. People with this disorder may repeat particular words or phrases over and over again, resulting in a confusing context of his/her spoken sentences.

DO NOT CONFUSE IT:
Please note that this is an extreme disorder. For instance, if you have a child that keeps talking over and over again, but as long as he/she can still track where he/she is heading to with what he/she is saying, and can make proper conversation with you, your child is not suffering this disorder. Just chill out and have fun talking with the child (kids can be really talkative).

It can only be considered a disorder when it may disrupt daily routinal activities and his/her full capacity to live, or it can be really extreme that child does nothing but repeat sentences over and over again.
