There are three factors to be considered for a population with a low birth rate.

First is the death rate in comparison with birth rate. Although, reduction in birth rate is also associated with reduction in death rate, if the former falls below death rate, it would lead to reduction in population as well as its aging will speed up. The difference between the two is known as natural increase in population.

The other important effect on population is net migration, the gap between immigrants and emigrants.

The most important thing is what about working population. If it is declining, it may impact economy in medium to long term, but can be compensated by immigrants.
