First you write both numbers as proper fractions

$10.5 = 10 \frac{1}{2} = \frac{20}{2} + \frac{1}{2} = \frac{21}{2}$
$1 , 5 = 1 \frac{1}{2} = \frac{2}{2} + \frac{1}{2} = \frac{3}{2}$

So it becomes: $\frac{21}{2} \div \frac{3}{2}$

Since division by a fraction is equivalent to multiplying with its inverse, we get:
$\frac{21}{2} \times \frac{2}{3} = \frac{21}{\cancel{2}} \times \frac{\cancel{2}}{3} = \frac{21}{3} = 7$

Note:
There's a quicker way (if you see it). You may double both numbers (to get rid of the halves), and the answer will be the same:

$= \frac{10.5}{1.5} \times \frac{2}{2} = \frac{10.5 \times 2}{1.5 \times 2} = \frac{21}{3} = 7$
