You may use the general relationship:
$y - {y}_{0} = m \left(x - {x}_{0}\right)$
Where (${x}_{0} , {y}_{0}$) are the coordinates of your point ($- 2 , - 4$) and $m$ is the slope.

So finally:
$y - \left(- 4\right) = \frac{3}{4} \left(x - \left(- 2\right)\right)$
$y + 4 = \frac{3}{4} \left(x + 2\right)$
You can now rearrange it.
