Given a point $\left({x}_{1} , {y}_{1}\right)$ and a slope of $m$ the point-slope form is
$y - {y}_{1} = m \left(x - {x}_{1}\right)$

For a slope of $m = 3$ and a point $\left({x}_{1} , {y}_{1}\right) = \left(- 4 , - 1\right)$
this becomes
$y + 1 = 3 \left(x + 4\right)$
