Given a point $\left({x}_{1} , {y}_{1}\right)$ and a slope $m$
the point-slope form of a line is
$\frac{y - {y}_{1}}{x - {x}_{1}} = m$
or
$y - {y}_{1} = m \left(x - {x}_{1}\right)$

Using the second version with the point $\left(- 3 , 7\right)$ and slope $4$
$y - 7 = 4 \left(x + 3\right)$
