F= m*a, so there really is an infinite range for forces. Power is usually thought of as force over distance, so again there will be a difference between galactic distances and nuclear ones.

Explanation:

For example, gravity may be thought of as powerful because its reach really has no limit (only diminishing). But nuclear binding forces are much more powerful in the sense of the energy contained in them. However, they only have an effect at sub-microscopic distances.

If you permit me a philosophical digression with a definition of “powerful force” as being something that has the most potential (or realization) for affecting other things – particularly in terms of modifying them for particular uses – then I would say that it is “intelligence” (so far, human is the best we know).
