the information i can get keeps saying that it's nitrate, but isn't nitrate ${\text{NO}}_{3}^{-}$ ?

Likely, $N {O}^{3 -}$ is a typo, when $\text{nitrate anion}$, $N {O}_{3}^{-}$ was intended. AFAIK there is no such beast as $N {O}^{3 -}$. On the other hand, there is a $\text{nitride anion}$, ${N}_{3}^{-}$, the conjugate base of $\text{hydrazoic acid}$, $H {N}_{3}$.
