To the right means negative power of 10, and two is the power.

So $0.067 = 6.7 \cdot {10}^{-} 2$

Extra :
$6700 = 6.7 \cdot {10}^{3}$ because we move the d.p. three to the left

And:
$6.7 = 6.7 \cdot {10}^{0}$ because we don't move the decimal point at all.
