$- 10 x + 5 y = - 20$ (the same as the second equation)

The equations are identical

$\left\{\begin{matrix}- 10 x + 5 y = - 20 \\ - 10 x + 5 y = - 20\end{matrix}\right.$

which means that you have an infinite number of solutions, i.e. both equations represent the same line.
