The academic answer is Gravity

Explanation:

Gravity is an attractive force.
If you subscribe to the Dark Energy camp then it is proposed that Dark Energy is the repulsive force expanding the universe, the opposite of gravity.
If you don't subscribe to Dark Energy theory then it is just a fudge because cosmologists got their math wrong.
