Polar solutes or ionic solids dissolve best in water.


Since water molecules are polar (having a positive oxygen end and a negative hydrogen end) the charges formed make it possible for water to exert a strong enough interaction with either ions in a crystal or with other polar molecules. This strong interaction is needed to overcome the force that attracts the solute molecules (or ions) to one another.
