Why (3) is the correct option? It is an elastic wire. After removing load it will reach initial height. Lost energy is recovered.

That seems very odd, like you say, the wire is defined as elastic.

Explanation:

The wire would be expected to return to its original dimensions in that case and all the energy should be converted back from strain energy into GPE. Odd.
