If you consider that all the four types of ruler are at the same horizontal level, then a bent ruler with motion has the highest amount of energy.

Considering all to be at the same level means all have the same potential energy, now by bending, you add some strain energy from outside to bend it. So a bent ruler has higher energy than a flat ruler.

Now if it is moving it is having an extra form of kinetic energy and thus a flying bent ruler is having higher amount of energy than that of the unbent one.
