In November of 1960 John F. Kennedy proposed the idea of the Peace Corps in a speech San Francisco, California. The idea was to bring together bright energetic young people to dedicate themselves to peace and development in third world nations.
Kennedy chose, his brother-in-law, R. Sargent Shriver to lead a task force to outline the parameters of the Peace Corps. On March 1, 1961 an executive order established the Peace Corps. Shriver at that time was appointed by President Kennedy to enact the seven steps outlined by the task force Shriver headed.
