Gases don't have highest potential energy. Solid has the highest potential energy.

The decreasing order of the potential energy of matter is solid>liquid>gas>plasma. Potential energy is the energy which is stored inside atoms of a substance when they are close enough. When solid converts to liquid and the gas and then plasma then it's kinetic energy increases because molecules start to move rapidly when heated.
