Stronger intermolecular forces will have a higher boiling point because the molecules "stick" together better. So, if you are comparing dispersion forces to hydrogen bonds or dipole dipole interactions, the dispersion forces being the weakest, will have the lower boiling point. If you are comparing 2 different compounds with dispersion forces, you will have to determine which has the strongest forces....that will have the higher bp.
