#3^(1/3)#=#root(3)3#

A fractional exponent means to take the nth root. #x^(1/n)# = the nth root of #x#, which would be #root(n)x#. A fractional exponent of 1/3 means to take the cube root.

A fractional exponent of 1/2 means to take the square root, and a fractional exponent of 1/4 means to take the 4th root and so on.
