#sqrt(3(x^2)# , represents the square root of #3x^2#.

Square root , can also be called as second root of #3x^2#, so in terms of fraction, second root is a half power (#color(red)(1/2#)

( note: similarly cube root / third root is one third power , #color(red)(1/3#)

so , #sqrt (3x^2) = (3x^2)^(color(red)(1/2)#

# = 3^(color(red)(1/2)) . x^((color(red)(1/cancel2).cancel2)#

# = color(blue)(3^(1/2) . x#
