Explanation:

In a water molecule, the electrons in the "O-H" bonds are not equally shared. They spend more of their time nearer to the "O" atom than to the "H" atom.

Since the "H" atom loses some electron density, it acquires a partial positive (δ^+) charge, add the "O" atom acquires a partial negative (δ^-) charge..

Opposite charges attract, and unlike charges repel.

So the H atom in one water molecule will be attracted to the "O" atom in another water molecule.
