I am not completely sure about the exact meaning of self-conscience but if you mean the fact that it has conscience (knowledge) of its existence and limitations as an entity I would say yes:

Where I work we have (for teaching purposes mainly) one of these robotic manipulators:

It has (programmed into it) restraints of movement, to avoid crashing into walls, or crushing object it interacts with; in my opinion this set of instructions (computerized) gives the manipulator a self-awareness of its existence in space (at least) and need to limit or not its strength (lift or manipulate)…it has to “decide”, according to the circumstances, how to react.
