A buffer is a weak acid or a weak base that is only partially neutralized. So a weak acid makes a buffer while it is still acidic, while a weak base makes a buffer while it is still alkaline.

Explanation:

So for an alkaline buffer you partially neutralize a weak base with a strong acid, not the other way around. Ammonia + HCl is a relatively safe and convenient choice.
