Point-slope form: y=4/5x-22/5
Standard form: 4x-5y=22

Explanation:

First we calculate the slope(S)=(2-(-2))/(8-3)
Point-slope form: y=Sx+k=4/5x+k bring in (3, -2) or (8, 2) to solve k, you'll get k=22/5
So point slope form is y=4/5x-22/5
Standard form: ax+by=c
y=4/5x-22/5 ->5y=4x-22->4x-5y=22
