Senses and brain clusters are most likely to be found in animals with heads.

Explanation:

Heads evolved in animals that moved around in their environment, as opposed to say, corals or trees that don't move much (at least once they are adults). This makes evolutionary sense to have your sense organs looking out towards where you are going and allowed animals to avoid prey or find prey or find mates. Having senses at the front of the body also meant that brain like structures to interpret incoming sense data also made evolutionary sense.
