Space station is reelecting sun light and that is why we can see it.
Explanation:
It will be visible both just after sun set and just before Sunrise.
To see satellite you must be staying in darkness the same time Satellite must be getting sun light.
log on to www.nasa.spot the station for getting information to know when ISS will be passing through your area.
