I like to get rid of the negative indices first.

(color(red)((3a)^2)color(green)(b^2))/(color(blue)(b^3))

Remove the brackets.

(color(red)(9a^2)color(green)(b^2))/(color(blue)(b^3))

Simplify by subtracting indices of like bases. (3-2=1)

(9a^2)/b
