If you have answered a question before, and the questioned is asked again by someone else, could you use the same answer you wrote before?

If the question is asked in the same subject, then I would actually encourage you to message a moderator and include the links to both the new and the old (answered) question. This way, we avoid having duplicate answers.

Now, if someone asks, "what is natural selection" in Biology and someone else asks the same question in Anatomy and Physiology, writing the same answer is fine. Although you may want to tailor your answer slightly for each subject.
