Eisenhower became president in the early fifties, when the Cold War was raging and McCarthyism was very strong(i.e anti-communism). Eisenhower took somes for the civil rights, for instance in Little Rock in 1957 but his defence of racial equality was much less firm.

Eisenhower also did not extend the Welfare State unlike Kennedy and Johnson and is often labelled as a conservative.

Nevertheless some conservatives criticized him for the decisions he took internationally(Robert Taft for instance) and for his federal policies( and the interstate railway system that strengthened the executive power)
