Why is it that an interference pattern will not be seen when electrons fired through a double slit are observed? Is watching the interference pattern forming not considered as observing which particular slit the electrons pass through?

It's observing the wave.

If you observe an electron moving through a slit, you have done something like firing a photon at it and actually hitting it. So you're now considering something that is different.
