Explanation:

I would use the fact that the flow rate #R# is related to the cross cectional area and velocity as:
#R=Av#
considering a velocity #v=5.9m/s=590(cm)/s#
and a cross sectional area of:
#A=pi*(d/2)^2=pi(6.40/2)^2=32.17cm^2#
we get:
#R=590*32.17=18980.3(cm^3)/s#
we need to convert it ito #L/min#
We know that:
#1L=1000cm^3#
and
#1min=60sec#
so we get:
#R=(18980.3/10000)/(1/60)=1138.8~~1140L/min#
