Different type of substance has different refractive index. So all activities of lens is dependent on it. The focus distance is the main point of lens. But for different focus length the power of lens varies.
The medium where the lens kept also plays a significant role to change lens power. If a lens is kept between two medium of different refractive index ,the light goes through a bend but straight line. It also causes power change.
