Transitions metals are uniformly positively charged.

Explanation:

The transitions metals have valance electrons in the s and d orbitals. The electrons in the s and d are not stable. The transitions elements gains stability by losing electron density to other elements. The lose of electron density causes the transition elements to become positive.

Transition elements tend to lose the s electrons becoming positive 2
Transition elements tend to also lose the d electrons becoming positive 3 and higher.
