Explanation:

The sum of the oxidation numbers is equal to the charge on the ion; here we gots #ClO_4^-#. The oxidation state of oxygen is usually #-II# and it is here.....

And thus #Cl_"oxidation number"+4xx(-2)=-1#

It does not take too much arithmetic to see that #Cl# has an oxidation number of #+VII#.

What about for #BrO_4^-#, #ClO_3^(-)# ion, and #ClO^-#? Please put the answer in the comments.
