There can be no graph for this "equation" because it has no valid solutions.

Explanation:

Since the absolute value of anything #>=0#
#abs(3y-2) >=0#

#rarr 6-abs(3y-2) <=6#

Therefore
#color(White)("XXX")6-abs(3y-2)# can not be equal to #10#

I suppose for a graph, you could draw the X and Y axis and not put anything on the Cartesian Plane they define (or draw a number line for #y# with no points selected on it).
