Even visible light frequencies are not affected by time. If you mean interference, then visible light may be the only one that suffers specifically when observed from earth.

Similarly, infrared frequencies cannot be used well in cloudy weather.

A space-based observation of any electromagnetic frequency is not affected by terrestrial weather, time or location.
