Because Soap is less effective on Hard Water, rather can easily form Lather in Soft Water..
Explanation:
Calcium and Magnesium cause the hardness of water which when reacted with soap it forms a salt of the organic substance in the soap which can be able to form a slight soapy substance but not lather.
