Pull the constant out:

#d/dx[7e^(2x)]->7d/dx[e^(2x)]#

Take the derivative of #e^(2x)#

#d/dx[e^(2x)]=e^(2x)*d/dx[2x]#

#=e^(2x)*2=2e^(2x)#

Therefore

#y'=7d/dx[e^(2x)]=7*2e^(2x)=14e^(2x)#
