Since the #"H"# atom loses some electron density, it acquires a partial positive (#δ^+#) charge, add the #"O"# atom acquires a partial negative (#δ^-#) charge..

Opposite charges attract, and unlike charges repel.

So the H atom in one water molecule will be attracted to the #"O"# atom in another water molecule.
