You didn't define a functional difference between "specific resistance" and "resistance" (assuming overall resistance). With the dimensions given, it also requires definition of the direction - around the tube, across (through) the tube, or along the tube. Also, given the dimensions, that specific resistance is taken to be a ratio, not a product, e.g. #1.7 xx 10^(-8) (Ohm)/m #

Taking a realistic interpretation of electrical conduction along the length, the minimum resistance would be the minimum distance.
Thus #5m xx 1.7 xx 10^(-8) (Ohm)/m = 8.8 xx 10^(-8) Ohm#
