The first amendment guarantees freedom of religion. This means that people have a constitutional right to pray. The government may not restrict the free exercise of religion. this means that people have a right to pray publicly.

However the first amendment also prevents the government from establishing religion. This means that the prayer if it is sponsored by a governmental agency can not support or favor one religion or world view over another.

If the prayer is public but not sponsored by the government it is constitutional. If the prayer is sponsored by a governmental agency but does not support or favor one religion or world view over another it is constitutional.

However if the prayer is sponsored by a governmental agency and can be perceived to favor or support one religious world view then it is not constitutional.
