In an electrically neutral atom the positive charge of protons in the atom's nucleus is balanced by the negative charge of the atom's electrons.

If the charges are ballanced, the number of protons and electrons is the same (the value of a charge of proton and electron is equal).

If the charge is n+ then there must be #n# more protons than electrons. On the other hand if the charge was n- then there would have to be #n# more electrons than protons.
