Why can't muscles on stumps of limbs regenerate?

Regeneration of muscle stumps is not possible because muscular tissue is highly specialized.

Explanation:

Each tissue is with different regeneration capacity.
Generally epithelial cells regenerate continuously. The oral epithelium is regenerated very fast. Same is the case of intestinal mucosa.
On the other hand the highly specialized tissues are not regenerated. The nervous tissue and muscular tissue is highly specialized. Any injury to nervous tissue and muscular tissue is replaced with scar tissue. .
