A liquid takes the shape of its container, but why doesn't a liquid expand to fill the container completely?

Because for a given temperature, the density of a liquid is constant........
Explanation:
And if its density is constant, its volume is also constant. And thus a liquid will fill a container up to its (the liquid's) intrinsic volume.
