An angle of $\frac{\pi}{2}$ would mean ${90}^{o}$ or straight up.
As the acceleration/deceleration of gravity $g = 9.81 m / {s}^{2}$, the projectile wil have a velocity of $v = 0$ after:
$\frac{18}{9.81} \approx 1.835 s$
The fall back will take the same time, for a total of $\approx 3.770 s$(disregarding air resistance, of course).
