The starting point is precipitation (rain, snow, etc.)

Explanation:

When it precipitates, one part of it vaporizes or evaporates into the atmosphere. One part of it infiltrates into ground since soil tends to absorb water. However, if it is not soil (such as asphalt or cement road), ground sends this water to surface runoff. In urban environment it is a fact that infiltration rate is low due to paved surfaces.

Surface runoff enters into lakes or oceans via rivers.

When it is growing season, plants evapotranspirates water.

Water infiltrated into ground will form groundwater aquifers by percolation. Aquifers are in contact with surface water bodies (such as seas/oceans and rivers/lakes).

Vaporized water will be in gas form and builts clouds. Whenever suitable conditions exist precipitation takes place.

And so on.
