Phytoplankton produce oxygen as a byproduct of photosynthesis.

Other plants in the sea also use the same system - although some plants don't need it (as they depend more on glucose and sugars).

Photosynthesis - like other plants - occurs when organisms use solar/sunlight energy and carbon dioxide to create sugars and subsequently, oxygen.
