Add 9 to both sides: $5 x - \cancel{9} + \cancel{9} \le 7 + 9 \to 5 x \le 16 \to$
Divide by 5: $x \le \frac{16}{5} \mathmr{and} x \le 3 \frac{1}{5}$
The largest integer value would be $x = 3$
