$\rightarrow 9 - \frac{15}{3} {\left(- 3\right)}^{2} + 22$ should be solved like this:

$9 - \frac{15}{3} {\left(- 3\right)}^{2} + 22 = 9 - \frac{15}{3} \cdot 9 + 22$
$= 9 - 5 \cdot 9 + 22$
$= 9 - 45 + 22$
$= - 36 + 22$
$= - 14$
