In ascending order, they are #35%,3/8,0.4,12/25#.

Explanation:

First, a few things to note:

(a) write the number in decimal systems up to reasonable number of digits after decimal (the closer the number more digits may have to be used). Here we use up to four places of decimal.

(b) Convert the fractions (whether repeating or non-repeating), percentages, irrational numbers (if any), into decimal. Each being approximated to same number of decimals.

We are then ready to compare them. Here

#0.4color(white)(XXXXXXXXXX)=0.4000#
#3/8=(3xx125)/(8xx125)=375/1000=0.3750#
#35%=35/100color(white)(XXXXX)=0.3500# and
#12/25=(12xx4)/(25xx4)=48/100=0.4800#

Now, it is apparent that #35%# is least and then come #3/8#, #0.4# and lastly #12/25# i.e.

In ascending order, they are #35%,3/8,0.4,12/25#.
